“Japan's Article 9 as seen by an Iraqi Doctor”
Four years have passed since the start of the Iraq war, and the people
of Iraq are still suffering from the effects of war. The violent attacks
by US and Iraqi forces against the resistance forces continue daily. The
victims are regular civilians, including women and children. Can we not
solve this issue without the use of force? Is there no way for each and
every one of use to live a secure life?
War is relinquished as a sovereign right in Article 9 of the Japanese Constitution.
If Article 9 can become a model for solving armed conflict, could we not avoid
the wanton killing of citizens in Iraq due to armed conflicts and
suicide attacks. Current trends in Japan are to revise the constitution
to make Japan a more 'normal', 'beautiful' country. Article 9, which has
ensured peace in Japan for the past 60 years, has been acting as an
invisible shield protecting us from war.
We are inviting Dr. Waqar, a medical doctor from Iraq to talk about the
current medical situation in Iraq, and how we, living in a country with
a peace constitution, can help those in Iraq.

Dr. Waqar Abdul Qahar is a highly accomplished Doctor and Professor of
Epidemiology and Community Health in Iraq. She has undertaken much
research relating to the impact of war on community health, and has been
a member of the Iraqi Red Crescent Society since 1985. In 2001 Dr. Waqar
became the first Arabic woman to be awarded the International Arabic
Award in Medicine. She has also been awarded the Award of Courage& Peace in 2006, from the Global Village Foundation, USA. She is Vice
President of the IPPF affiliated Arabic Regional Council of Reproductive
Health and Family Planning, and is currently working as Professor of
Community Medicine in the Syrian International Private University for
Science & Technology in Damascus, Syria.
